Caja Rural Visit
We continue moving forward with the LTTF Project and we are delighted to count on Caja Rural as financial institution for this project.
Today we received D. Francisco José Moreno, Manager of Caja Rural and D. Fernado Otero, Caja Rural Branch Director in Calle Luna, who visited the new premises together with the School Ownership and the Project Director. Both explained, in detail, the process of the building work and later visited the actual building site.

ED Visits LTTF
The Management Team had the opportunity to visit the new premises for the first time yesterday afternoon.
Staff were at all times guided by the Head of Projects, Mr. Cabezas and the Delegate of the Ownership Mr. Randell, who explained the different phases of the Project to them, walked around the buildings showing the different rooms; parents area, tutorials, new reception, improved sports grounds and indoor swimming pool, Early Year premises and of course the new dining room.

We use the Park Dining Room for the first time
The 2017-2018 academic year brings a lot of innovations with it, one of them as you already know, the Looking to the Future extension project. We can already appreciate some results in the new dining room, from now on to be known as Park Dining Room. This space is designed keeping pupils needs in mind. It is lighter, it is more spacious and it is climatized.
During this year, Pablo Grosso will be providing the food and Sodexo will continue providing service for pupils. We are very eager to star using this dining room with our pupils!!

Car and pedestrian lanes adapted.
The car and pedestrian lanes are now painted in yellow and can hence be temporarily used during the building of the School extension and in accordance with El Puerto de Santa María town hall infrastructure indications. Once the building work is finished the lanes will be repainted in accordance with the definite ruling.

LTTF agreement signed
The Project Looking to the Future by which the School will extend its premises continues.
The School and Felipe Castella reached an agreement for this building company to be in charge of the building works for the extension of the School premises.
Due to the delays suffered to the licence concessions, the previous company in charge of the building –Sacyr Construcción, S.A.- and The English Centre decided to dissolve in a friendly way the agreement signed once the provisional dining room building is over.
Once the correspondent licenses were granted, The English Centre a new recruitment process amongst the finalist companies from the previous phase, from which Felipe Castellano has been selected as the building company that will finally carry out the building works.
This project includes the extension of its premises and their integration with the current buildings, respecting the existing green areas for pupils’ playgrounds. In the same line, large spaces destined to education will be built at School, such as new classrooms, areas for common services, dining room, sport areas with an indoor pool and paddle pitches, and including the expansion of the Administration and Families Support areas.
It is planned that, once the urbanization and accesses works that are carried out around School, the building project will start during this summer.

Natural Gas Distribution
Natural gas distribution work is being carried out in the Avenida de Fuentebravía, in front of our School. This work is not by carried out by our School, but they are part of a commercial agreement with Redexis Company, the company in charge of the work, and that will allow transport and supply of natural gas to our extension project Looking to the Future.
The election of this kind of supply for the new premises is done based on the fact natural gas is the fossil energy with the lowest environmental impact, and it does not produce solid waste, smoke or bad smells.

LTTF continues its course
The urbanisation and The English Centre accesses improvement work continues at a good pace. This building work, privately paid for by the School is included in the urbanisation project, for which licence was granted at the end of 2016 and it is within the AIA-04 development (Increase Area for The English Centre Use) for the future extended School premises.

Concession of Urbanisation and Building Licence
At the end of February, we were officially informed we had been granted the urbanisation and building licenses requested in 2016 for the extension building work in our School.
As requested by the Urbanism Area, we will begin with the external urbanisation works at School and continue with the building work once we complete and hand in the technical documentation required.
We are delighted to announce that the urbanisation work will start next Monday the 13th of March. Carrying out these works requires a temporary closure of one of the lanes in the “Avenida Víctimas del Terrorismo” in its way to School. From next week and due to the Avenue having temporarily only one lane it will be impossible to park and we understand this situation will be closely observed by the Local Police, due to the traffic and safety problems this may cause.
Aiming to reduce the possible negative effects of this lane closure, the times for vehicles entries to the sports pitches will be as follows:
- 45pm to 5.00pm: exclusive entry of buses.
- From 5.00pm onwards and once all buses are in we will allow entrance to private vehicles.
In the same way, the preparation works for the building inside the set area at School will start in the next few days, we will be informing you in detail of their progress.

ECI Extension
Yesterday 26th of April, once the different and numerous legal and urbanistic requirements have been met, we presented the request the licence for the building of The English Centre extension project before the corresponding city Planning Sector office at the El Puerto de Santa Maria Town Hall.
We are unaware of the time needed before we are granted this licence, although we understand that after the hard work carried out and the extensive paperwork and meetings with the various technicians, the concession of this licence should not take too long. Nonetheless, we continue being cautious and attentive to any demand or request on behalf of City Planning in order to solve as soon as possible.

Beginning of building the provisional dining room.
We have already begun the building of the provisional dining room at the far end of the Park. As we had then commented, it is a modular construction which will allow us to move our current dining room to these temporary premises in September.
Various actions will be carried out in School during the next few days aimed to prepare premises for the beginning of the extension building work included in the demolition licence granted by City Planning: topographic verifications, fencing of certain areas, ground preparation for new dining room at the far end of the Park, as well as some demolition.
We will be informing you before any activity as we move forward, regarding their coincidence with the following academic year.

Further steps in City Planning
We have proceeded with the registration and deposit of the Executive Detailed Study at the Regional City Planning Registry regarding the plots where the extension will be taking place, as well as the Local Planning Registry at our Town Hall.
Our technical team is also hoping to hold a new work meeting with the City Planning Council at the end of the week, as well as meetings with those responsible of various Local sectors whose involvement is necessary to ensure the correct development of our project.

Premises preparation work for extension building ended.
Premises preparation work for our extension building has ended taking advantage of these days without pupils in School due to holidays and coinciding with the beginning of the new academic year. The future building site has been fenced off and the land has been prepared for the provisional dining room, currently being made as we wait for permits for its permanent setting. Once this dining room is ready, we will continue with the rest of the planned tasks.

Primeros contactos con la Nueva Corporación Local
El pasado lunes 22 de junio, tuvimos la oportunidad de presentar el proyecto de ampliación de nuestro Centro a D. David de la Encina, nuevo alcalde de El Puerto de Santa María.
A dicha reunión, y a petición nuestra, también acudió D. Antonio Fernández Sancho, Primer Teniente Alcalde y Concejal de Urbanismo.
Durante el encuentro, además de exponer visual y técnicamente las características del nuevo edificio, pudimos revisar el estado actual de la tramitación de nuestro expediente con la intención de seguir trabajando en su avance y lograr un pronto inicio en los trabajos de construcción.

Nuevo arquitecto en Urbanismo
El pasado miércoles 20 de abril, tras los cambios producidos en el organigrama técnico del Área de Urbanismo de nuestro Ayuntamiento, mantuvimos una nueva reunión de trabajo en las oficinas de Calle Sol para conocer al nuevo arquitecto municipal que gestionará nuestro expediente relativo a las obras de ampliación del colegio. En dicha reunión tuvimos la oportunidad de poner de relieve todos los pasos dados hasta la fecha así como transmitir, una vez más, nuestra ilusión y necesidad de comenzar las obras en el menor tiempo posible.

Aprobación Estudio de Detalle
El pasado miércoles 15, se aprobaba, de forma definitiva y con un amplio respaldo de la mayoría de los grupos políticos, el Estudio de Detalle del área de incremento de aprovechamiento ”Centro Inglés AIA-4”, promovido por Dña. Linda Mary Randell, titular de El Centro Inglés S.L. Nuestro próximo objetivo, en el que ya estamos trabajando, es la consecución de la Licencia de obras para iniciar los trabajos de ampliación de nuestro Colegio.
La Junta de Gobierno del Ayuntamiento de El Puerto aprobó en su última reunión y de forma inicial el Estudio de Detalle que hemos vuelto a presentar en este ejercicio y que ha requerido de diversas reuniones de trabajo para adaptar el que ya presentamos en su fecha a las exigencias de los técnicos.

El pasado día 11 de noviembre se aprobó en el Pleno Ordinario del Ayuntamiento de esta Ciudad la ”Proposición de aprobación del Resumen Ejecutivo del Estudio de Detalle del área de incremento de aprovechamiento ‘Centro Inglés AIA-4′, uno más de los numerosos trámites que desde el Área de Planeamiento de Urbanismo nos están reclamando para que, definitivamente, podamos gestionar la licencia para las obras de ampliación de nuestras instalaciones.
Aprobada esta actuación, procede ahora la inscripción del Estudio de Detalle en el Registro Municipal así como en el de la Junta de Andalucía.

El Centro Inglés – Redexis
El pasado mes de noviembre comunicábamos el acuerdo entre El Centro Inglés y la empresa Redexis Gas para el suministro de gas natural en el nuevo edificio proyectado para la ampliación del Colegio, así como para el resto de sus instalaciones.
Según los últimos contactos mantenidos con los responsables de dicha empresa, nos confirman que, una vez que ya han sido superados todos los trámites técnicos y burocráticos con las administraciones, han procedido a la solicitud de la correspondiente licencia para ejecutar las actuaciones y obras necesarias que permitan el futuro suministro a las nuevas instalaciones.

Avances Estudio de Detalle
Una vez finalizado el necesario periodo de exposición pública de la aprobación inicial del Estudio de detalle del Área de incremento de aprovechamiento ”Centro Inglés AIA-4” como comunicábamos el pasado 24 de marzo en esta sección, el equipo técnico ya ha mantenido diversos encuentros con personal del Área de Urbanismo del Ayuntamiento y trabaja con su personal para que en el menor plazo posible se pueda tramitar la aprobación definitiva de dicho Estudio de Detalle en Pleno y posteriormente solicitar la correspondiente licencia de obras.

Meeting with the City Planning Team
A new meeting was held with the El Puerto de Santa María Town Hall City Planning team last 17th of November to continue moving forward regarding the different technical aspects which must be met to close and finally approve the Detail Study, presented last year by the project developer.
On this occasion, D. Germán Beardo, Area Coordinator of the Town Hall Presidency and D. José Antonio Galán, Town Hall City Planning Coordinator also attended the meeting and confirmed the involvement of the governing body in the development and initiation of the extension project.

Land Separation Licence
Last 10th of June we were informed, via the El Puerto de Santa Maria Town Hall, that the Local Government, By Delegation of the Mayor, agreed to grant a Land Separation City Planning Licence on the plots upon which The English Centre stands. This licence was requested once the city PGOU was up and running at the end of January this year.
In spite of the time passed, this news entails an important boost to continue with the rest of city planning procedure we must deal with in our Town Hall to finally receive the desired building Licence to execute the new building.

Progress of Extension Project “Looking to the Future”
We continue taking step son the procedure required for the building on our extension project.
The redrafted Detail Study, document first presented in 2013 and which we have continued working on and negotiating with the technicians in this field and we hope is definite for future presentation to request the building licence, was presented last Friday 12th of December at our Town hall Registry.

Laboratories
The English Centre understands the Laboratories to be an indispensable educational resource in the Sciences field. The use materials in the laboratory is basic both for its conceptual aspect and for the possibility it offers pupils to work on values, develop critical thinking and take consciousness of team work, for this reason, in the process of designing the new building, an ample space has been established for laboratory classes, a space which will also expand once early years pupils move to the new building, as the extra space will be used as area for laboratory classes. This way, The English Centre will double its current area dedicated to laboratories.
Staff from the Sciences Department have collaborated in the design of these facilities identifying the various requirements of this type of class both for teaching and for health and safety matters.

City Planning procedures
Once the land separation licence is approved, the various procedures started last year regarding the Detail Study requested by the Torn hall and presented the team responsible for the project in 2013, will be continued.
On this occasion, and after the work carried out and the meetings held with the previous person responsible for City Planning, D. Diego Muñoz, Dª Leocadia Benavente is now in charge of continuing the process to ensure we achieve our objective; to start the execution of the building of the new English Centre premises.
The Town Hall has sent a newsletter to various media regarding the procedures and transactions carried out. We share the declarations made by the City planning councillor expressed in this newsletter where he expresses his confidence in “granting a speedy solution to this school, who is making such an effort to bring this project to life”. Testing of materials for new premises
During the past weekend and taking advantage of the Dia de Andalucia festivities, Reception glass and that of the class on the top floor at the right of the entrance has been changed, using the glass and metal fixtures designed for the new building. With this change we aim for three objectives.
- Carry out a rehearsal-test on the same premises with one of the most representative materials (at a technical and execution level) of the new building.
- Adapt the premises concerning energetic and environmental efficiency.
- Standardise image of current premises with that of the new building.

Update building procedures
A meeting with Dª Leocadia Benavente, Councillor and Second Deputy Mayor of this city, was held last Wednesday 23rd of April at the Town Hall City Planning offices.
The aim of the aforementioned meeting was, on one hand, boost all the procedures carried out by the ECI technical team since this city’s PGOU was approved (land separation licence, detail study, building licence, etc.) and on the other, set a probable line to receiving the building permit which would allow us to begin the work.
The different administrative and city planning matters addressed and its complexity lead us to caution in establishing a definite and certain construction work, although we are convinced we are at the final stages of this process.

Meeting City Planning
Last week, after notification of the favourable information regarding the Land-plot deeds, we continue maintain contact, as we have been doing since the beginning of the year, with the city Town Hall to work on the procedure we must cover in order to obtain the final building Licence.
On this occasion the ECI Legal team met in the Area Council with the Councillor Dª Leocadia Benavente and with the technical staff responsible for our file. During this meeting, we continued moving forward regarding the various tasks and lines of work opened to achieve our objective, arranging a further meeting during the month of July.

Sports Grounds
Included within the School extension project, the sports grounds will be extended with the building of new and more ample facilities. Sports is understood as one of the basic pillars of The English Centre Educational Project for our pupils’ growth, for this reason the extension project entails:
- a) Technical improvements, optimisation and extension of multi-sport grounds. The new building will include basketball courts (2), mini-basket (2), 5-a-side football pitches (2) and football 7. In accordance with the use of these pitches and courts, some of these grounds may be used to hold tennis or volleyball matches, hence counting on over 10 sports grounds. We will also continue using the indoor multi-use hall.
- b) Indoor swimming pool. Due to the high interest of families in practising swimming, of the objectives in the design if this project was the inclusion of an indoor swimming pool to cover our pupils’ needs. The School will hence have an indoor swimming pool of around 20m2, as well as its showers, changing rooms and bathrooms for this section only.
- c) Paddle Courts. As a novelty and due to high demand paddle has had over the past few years, our new premises will include two paddle courts with the best technical features. The new sports grounds area will practically double the area the School currently has for practicing various activities, always respecting the green areas and playground areas in the Pine-trees area of the School.

Pendiente aprobación del PGOU
In spite of all our efforts and our disposition to start the extension building of our new premises, the date for the El Puerto PGOU has not yet been published in the BOJA, turning point, which would have allowed us to request the corresponding building licence to start building on the dates we had established.
In spite of this important set-back, totally out of our hands, the Looking to the Future project continues ahead regarding the objectives set on improvements in The English Centre premises.
The entire team involved in its running is studying alternative possibilities to ensure, one the Ordinance Plan is published, building work can start, always granting the correct School activity is up and running with its pupils and staff.
Moving plans
The Administration team started to organise moving out the David Randell building this month of June, hence leaving the Brain Morgan. Once finished, we will continue preparing for the building work.

LTTF Progress
The starting date for the construction of the new English Centre building was set for the 28th of June 2013. Due to ne non-publication of the El Puerto de Santa María PGOU the established work could not take place.
During the last few months of the past academic year and up until the first fortnight in August, all the work focused on managing all the administrative, organisation, economic and recruitment matters to ensure the building could start if it were possible. The Execution Project is ready and it will allow us to request the licence once the Plan is approved, the Detail Study requested has been presented to City Planning and the Project finance proposals have been finalised with various companies. In the same line, the execution budget pre-closure has also taken place, as well as the building works plan. The evacuation of the Secretarial building and consequent move have finalised as well as the design of the School organisation plan for the duration of the building work and once these are over.
All possible steps have been taken within an environment of confidence and observance of all current administrative and legal procedures reported by this city’s Town Hall government, although convinced that if the established dates were not met, all the work carried out during this time would help us retake this project at the beginning of the academic year.
This is where we currently stand. With the same level of demand, we once again work with the technical team to make our Project a reality, once we have the new El Puerto City Planning regulation which will allow us to meet the objectives we had established for the execution of the building work.

Status of the PGOU
The Junta de Andalucia Official Bulletin published the Regulation of the 28th of October 2013 on the 7th of November, whereby it partially approves lifting the suspension for the revision of the PGOU in El Puerto de Santa Maria. We have been informed by City Planning that after this, the procedure for the new PGOU will be faster. Being cautious with the time estimated for this procedure, we are informed the possibility to start the procedure to request the licence is near.
Secretarial and Administration sections of the David Randell Building
Although it has not been possible to start the new building, due to the non-publication of the El Puerto de Satna Maria PGOU, The English Centre Management has decided not to interrupt the activities planned in preparation for the building work.
For this reason, from the start of the academic year, the Secretarial and the Administration duties will be carried out from the David Randell building, as the old Tower has been emptied in preparation for it being demolished. While waiting for the building work to start, School activity will continue as it has normally occurred for the past years.

Coinciding with the meetings held with families at the beginning of each year, time has been allocated during these meetings to inform parents attending regarding the process and situation of the School premises extension project emphasising its continuity in spite of the delays brought upon by public administrations and in the strategic value of this building in the Looking to the Future Project.

Mission, Vision and Values
New premises are not the only improvement of “Looking to the Future”, improvement is focused also on the organisational, business and economic management. For this reason, our School is eagerly working on its Mission, Vision and Values within its EFQM project. In short, we will publish our Mission, Vision and Values in this news section.

New premises for the dining room.
One of the areas the English Centre new extension project has clearly dealt with has been the dining room.
Our current dining room is 400m2. Two new independent dining rooms have been projected for the new building: one for early years and the other for the remaining pupils and School staff. It will have approximately 700m2 which exceeds current premises by over 70%.
The Early years dining room will include furniture adapted to their age and will be directly connected with the kitchen area. The main dining room will have completely new furniture. Both dining rooms will have natural light and heating and cooling systems. As a novelty, and aiming to encourage pupil autonomy, the main dining room will have a self-service line for pupils from Primary year 5 onwards. Autonomy and personal initiative is one of the basic skills included in the European education systems curriculum and are part of our Looking to the Future educational project.

BOJA Publication
The Junta de Andalucia Official Bulletin published today the “Order of 5th of November 2013, whereby the City Planning regulation for the General Revision of the Ordinance for El Puerto de Santa Maria is published” 15 working day must pass for this regulation to come to effect, but, with due caution, we can now state we hold the necessary planning regulation for our English Centre extension project to become a reality.
The technical team in charge of coordinating the Premises Extension project has re-started the various tasks it was forced to detain last summer, to adapt the planning and organising of the same tasks to the new time scenario which the new city planning regulation has established. For this reason, it will be necessary to revise and adapt all paperwork regarding the new terrain planning ordinance, requesting a building permit, new execution dates and starting dates for the building work. Any news regarding these matters will be duly published.
In spite of the bureaucratic delays suffered, both the work abilities to manage this project and the enthusiasm to see it through by The English Centre Team remain intact.
Tutorial Rooms
In accordance with the need for improvement studied in the Looking to the Future project, another area to be refurbished will be Reception and Family Services and the Tutorial Rooms.
The new tutorial rooms will create the ideal environment for tutors and families to exchange all aspects considered of interest in order to guide and complement each pupil’s education in a responsible manner, ensuring the development of their educational, academia and career skills. We currently count on 3 8m2 tutorial rooms. Once the new building is finished, The English Centre will have 9 tutorial rooms covering a total of 52m2.
The new tutorial rooms will be included in the Reception area and will count on the necessary technical equipment to ensure fruitful meetings.

Since we began the “Looking to the Future “Project, we have been able to see it is not only a new premises project, but rather a complete improvement in many aspects of The School. Amongst them, we count on the satisfaction of communicating we have surpassed the evaluation to obtain the 400+ EFQM European Excellence Model as a recognition to our business and education management system. Innovation, efficiency and quality are the pillars upon which The English Centre has based its project since 1969. This recognition would not have been possible without the trust of The English Centre families deposit on us every day and the work carried out by the entire School staff. For all this: THANK YOU.

Presentation of New Premises “Looking to the Future” to the School Council
The New Premises Project “Looking to the Future” has been presented, during the month of October, to different public figures, staff and families of School pupils. A meeting was also held with the newly appointed representatives of all the year groups, from Primary Year 5 to Upper Sixth Form, jointly with the Head Boy and Head Girl, to make them participants of our “Looking to the Future” Project.
Mr. Rafael Cabezas explained the building process for the new premises and how it will take place. In his multimedia presentation, he addressed the role of the project director, architects, pedagogical team and those in charge of its running, taking advantage of this opportunity to deliver a technical class to pupils regarding the process the building of this magnitude entails.

Mr. Rafael Cabezas was interviewed by Mr.José Ramón Román on a Cadena Ser radio program on the 25th of September. The interview was broadcasted to the entire Province, both live and during the morning news the next day. The core of the interview was the explanation of the project in general.
Presentation of New Premises with the presence of D. Evaristo Babé
With the presence and participation of the President of the Brandy Regulatory Body, D. Evaristo Babé, The English Centre presented tie New Premises Project “Looking to the Future” before the Primary Parents Educational Community.
- Evaristo Babé, with an enthusiastic speech, made a reference to the last Nobel Prise book by Mario Vargas Llosa “La civilización del espectáculo”,and his review on the concept of authority, understood in “its roman auctoritas sense, of the prestige and credit recognised in a person or institution for its legitimacy or quality and competence in a subject, pointing out they are now practically non-existent I politicians and cultural public figures who teach the auctoritas represented by teachers”.

Coinciding with the 45th anniversary of The English Centre in and aiming to improve its premises, The English Centre presented the Educational Community and various public figures, with the New Premises extension project “Looking to the Future”.
With the desire of growing as a School at a provincial, regional and national level, the School has considered it appropriate to start with the project in order to improve its dining room premises, swimming pool, sports grounds, presenting its vision of the future of The English Centre.
The presentation carried out on Wednesday 26th, counted on the presence of the project architect D. José Antonio Albarrán, who thanked the Owner for her Enthusiasm and Courage to launch such an important project for the Province and have been working on for over five years.

Presentation Project New Premises “Looking to the Future” by The English Centre, International School of the Cadiz Province.
With the attendance of the Mayor as a guest, last Monday 24th, the English Centre presented the Educational Community, and other public figures, with its new premises project “Looking to the Future”.
The Honourable Mayor of El Puerto de Santa Maria, Mr. Enrique Moresco offered the School words of admiration for this project, in these difficult times we are facing, supporting what the School is doing for education in the Province.
The Head Boy, Manuel Galdón and the Head Girl, Elena Sandín, jointly with the Ownership and the School Management, we in charge if welcoming the Mayor and the councillors accompanying him, Dª Mª Antonia Martínez, Councillor of Education; D. Diego Muñoz, Councillor of City Planning and D. Millán Alegre, Councillor of Culture.
